Routing rules pick an owner by rota, community, language, source or team. The SLA begins at assignment, against a person. A target that belongs to everybody belongs to nobody.
Two clocks, not one
Response SLA answers "how fast did somebody pick this up". Next action SLA answers "is anybody still working it". The second one is where leads quietly die, and it is the one most systems do not have.

Leads past SLA, leads assigned but never acknowledged, open leads with no activity for forty eight hours, conversion by source and by agent. Not a total of leads received.
